From best practice to collaboration: European public administrations on their way to OSS

There are many Free, Libre and Open Source Software projects managed or financed by the European Commission. IDABC (Interoperable Delivery of pan-European eGovernment Services to Administrations, Citizens and Businesses) and its predecessor programmes IDA I and II have already a set tradition in providing advice to publication administrations and disseminating best practice examples through its website or events. One of the most well-know results of these efforts is European Union Public Licence (EUPL v 1.0).

Under the new i2010 eGovernment Action Plan that requests the "sharing" of solutions and experiences across European administrations are changing their approach towards OSS. Instead of limiting the activities to information dissemination, they become actively involved in OSS community projects and produce collaborative infrastructures. The presentation describes that "change of paradigms" - focusing on the current IDABC OSS Observatory and Repository for European public administrations.

Über den Autor Dr. Barbara Held:

Dr. Barbara Held promovierte in Kommunikationswissenschaft. Bis 2004 war sie für die Koordinierungs- und Beratungsstelle der Bundesregierung für Informationstechnik in der Bundesverwaltung (KBSt) tätig und dort für Softwarestrategie und Politik im Bereich der Open-Source-Software (OSS) zuständig. Zurzeit ist sie als nationale Expertin zum IDABC-Programm der Europäischen Kommission abgeordnet und dort für die IDABC-Initiative im Bereich offene Dokumentenaustauschformate zuständig. Ferner ist sie Projektbeauftragte für das European Open Source Repository (OSOR) und andere IDABC-Aktivitäten zur Förderung von OSS in der öffentlichen Verwaltung.
